TORNOOIREGLEMENT 2014

1. Reglement. De wedstrijden worden gespeeld volgens de regels van de “International Football Association Board” van de FIFA en het reglement van de K.B.V.B.

De bovengenoemde tornooi-organisator heeft de benodigde toestemming tot het houden van het tornooi verkregen van de K.B.V.B. De tornooi-organisator stelt een tornooicommissie samen die verantwoordelijk is voor de gehele tornooi-uitvoering.

2. Arbitrage.
Alle wedstrijden worden geleid door 1 scheidsrechter, aangesloten bij de K.B.V.B, en 2 assistent-scheidsrechters bij categorie A en B en bij alle finalewedstrijden. Er worden geen assistent-scheidsrechters van de clubs zelf toegelaten.

3. Teams.
Teams die de goedkeuring van hun nationale voetbalbond hebben gekregen zijn gerechtigd aan dit tornooi deel te nemen.

4. Teamleider.
Ieder team moet worden begeleid door een teamleider ouder dan 18 jaar.
Zijn naam, adres en geboortedatum dienen op de scheidsrechtersbladen te worden vermeld. De teamleider is verantwoordelijk voor het gedrag van de spelers, zowel op het sportcomplex als in andere accommodaties, die voor de deelnemers beschikbaar zijn gesteld.

5. Categorieën
U19 – A Spelers geboren op of na 01.01.95
U17 – B Spelers geboren op of na 01.01.97
U15 – C Jongens : geboren op of na 01.01.99
Meisjes : geboren op of na 01.01.98
U13 – D Jongens : geboren op of na 01.01.01
Meisjes : geboren op of na 01.01.00
U11 – E Jongens : geboren op of na 01.01.03 (7 spelers)
Meisjes : geboren op of na 01.01.02

Controle. De teamleider moet voor aanvang van het tornooi de 2 ontvangen witte scheidsrechtersbladen volledig ingevuld op het tornooisecretariaat overhandigen. Alle spelers dienen in het bezit te zijn van een officieel legitimatiebewijs dat op elk moment getoond moet kunnen worden. Dezelfde speler mag tijdens het tornooi slechts in één team uitkomen.

6. Speelduur alle wedstrijden

2 x 15 min.

7. Plaatsing voorronden.
De ranglijst wordt bepaald door het aantal punten. De punten worden als volgt gegeven:
winst 3 punten, gelijkspel 1 punt en verlies 0 punten.
Indien meerdere teams een gelijk aantal punten hebben behaald, wordt de rangschikking als volgt bepaald:
1. doelsaldo 2. hoogst aantal gescoorde goals 3. uitslag onderlinge wedstrijd 4. loting.

Plaatsing tussenronden. Bij gelijkspel worden strafschoppen genomen volgens de regels van de Internationale Football Association Board van de FIFA.
Plaatsing finales. Bij gelijkspel worden strafschoppen genomen volgens de regels van de Internationale Football Association Board van de FIFA.

8. Wedstrijden.
Per wedstrijd zijn max. 5 wisselspelers (inclusief 1 keeper) inzetbaar.
Alle vervangingen aan 1 of 2 zijden van de middellijn. Bij alle categorieën is wisselen tijdens de gehele wedstrijd toegestaan tijdens een stilliggende fase.

Bij U11 (juniors E): geen strafschop, geen buitenspel, vrijschoppen onrechtstreeks (7 m afstand, indien minder dan 7 m mogelijk dan op de 7 m lijn bal leggen ), keeper mag de bal met de handen spelen binnen het 19 x 7 m gebied, terugspeelbal op keeper: keeper mag de bal niet met de handen opvangen, verplicht spelen op pantoffels of multistuds, uit hoekschop kan men rechtstreeks doelen, hoekschop wordt genomen in de hoek.

9. Indien vóór aanvang van een wedstrijd naar het oordeel van de scheidsrechter de clubkleuren van beide teams te weinig verschillen, is de eerstgenoemde vereniging verplicht te spelen in een tenue van afwijkende kleur.

10. Disciplinaire maatregelen.
Indien een speler uit het veld wordt gestuurd (= rode kaart), zal hij in de eerstvolgende wedstrijd niet mogen meespelen.
Hij mag niet vervangen worden in de wedstrijd waarin hij uit het veld is gestuurd.

Indien een speler een officiële waarschuwing krijgt (= gele kaart), mag hij de wedstrijd vervolgen. Wanneer een speler tijdens één wedstrijd tweemaal de gele kaart ziet, wordt hij uitgesloten (mag ook niet vervangen worden) en is hij automatisch geschorst voor de volgende wedstrijd van zijn categorie. Deze maatregel is ook van toepassing voor categorie E.

Alle rapporten met betrekking tot wangedrag zullen door de tornooi-organisator naar de nationale voetbalbond worden gestuurd die deze rapporten zal doorsturen naar de andere nationale bonden.

Een team verliest de wedstrijd met 0-3 als:
1. Het met een niet-gerechtigde speler uitkomt;
2. door wangedrag van de spelers van dat team de scheidsrechter besluit de wedstrijd te staken;
3. niet tijdig aanwezig is zonder geldige reden.

11. Protesten.
Protesten met betrekking tot beslissingen van de scheidsrechters zijn niet mogelijk. Protesten met betrekking tot andere aangelegenheden moeten uiterlijk 15 min. na afloop van de wedstrijd door de teamleider bij de tornooicommissie worden ingediend. De tornooicommissie besluit tevens over aangelegenheden waarin dit reglement niet voorziet. Het besluit van de tornooicommissie is bindend.

12. Wedstrijdprogramma. De tornooicommissie heeft het recht om in geval van onvoorziene omstandigheden, het wedstrijdprogramma te wijzigen.

13. Aansprakelijkheid. De deelnemende clubs zijn zelf verantwoordelijk voor een adequate verzekering van de spelers. De organisatoren en Euro-Sportring zijn niet aansprakelijk voor persoonlijk letsel en verlies of diefstal van eigendommen van de deelnemers.

TOURNAMENT RULES 2014

1. Rules.
All matches shall be played in accordance with the Laws of the game as laid down by the International Football Association Board, as issued by F.I.F.A and in accordance with the rules of the R.B.F.A..
The organising club, above, has received the necessary permission to host the tournament from the R.B.F.A. The organising club shall form an organising committee (tournament committee) which shall be responsible for all arrangements in connection with the competition.

2. Referees.
All matches will be controlled by 1 referee and 2 assistant-referees (not in cat.C, D + E), affiliated to the R.B.F.A..Assistant referees of the clubs are not permitted.

3. Teams.
Teams sanctioned by their national football association are entitled to participate in this tournament.

4. Team Leader.
Every team must be accompanied by an adult (over 18 years of age).
The name, address and date of birth of this adult must be printed clearly on the arbitral forms.This adult will be deemed to be the team leader and he will be responsible for the behaviour of his players, on and off the field of play. He will be held responsible for the actions of his team within the sports complex and within all other facilities available to the group.

5. Age categories.
U19 (A) Boys born on or after 01.01.95
U17 (B) Boys born on or after 01.01.97
U15 (C) Boys born on or after 01.01.99
Girls born on or after 01.01.98
U13 (D) Boys born on or after 01.01.01
Girls born on or after 01.01.00
U11 (E) Boys born on or after 01.01.03 (7 players)
Girls born on or after 01.01.01 (7 players)

Age Control. Prior to commencement of the tournament the team leader must complete and submit, to the tournament committee, 2 white arbitral forms. All players must provide proof of their age and identity. They may be asked to show this proof at any time. The same player may participate in only one team during the whole tournament.
6. Duration of all matches
2 x 15 min

7. Placing matches preliminary rounds.
The final positions of teams in the preliminary rounds will be determined by the number of points attained. The points system applied will be:
3 points for a win, 1 point for a draw, 0 points for a loss.
Where teams are level on points in their group the following will apply:
1) goal difference
2) most goals scored
3) the result of the mutual match
4) the drawing of lots.
Placing matches intermediate rounds. In the event of a draw, penalty kicks will be taken in accordance with the system laid down by the International Football Association Board in order to determine the winners.
Placing finals. In the event of a draw, penalty kicks will be taken in accordance with the system laid down by the International Football Association Board in order to determine the winner.

8. Matches.
Five substitutes per team are permitted per match (including one goalkeeper). All substitutions on the middle-line, at both sides allowed. In all categories substitutions are allowed during the whole game and during a “dead” moment.
In case of juniors U11 (E): no penalty kick, no offside, free-kicks indirect (7 m distance, if less than 7 m possible, then the ball on the 7 m-line), goal-kicks out of hands of the goal-keeper, the goal-keeper may play the ball with the hands within the 19 x 7 m area, ball played back : the goal- keeper may not play the ball with the hands, obliged to play on multistuds or slippers,on corner: scoring directly is possible (to be taken in the corner).

9. Every team is obliged to bring a second choice strip of contrasting colour. If, according to the referee, before the start of the match, the colours are too similar then the team mentioned first in the programme must change.

10. Discipline.
When a player is sent off from the field or is given a caution, the tournament committee will be notified immediately after the match by the referee. Any player who has been sent off or has received two cautions in one match is not eligible to play in their team’s next game. In both cases he may not be substituted in that match. This is also applied to category U11 (E).

Note: All misconduct reports arising from the tournament will be forwarded to theNational Association of the host club who will forward these reports to the National Associations concerned.
A team looses a game with 0-3 in the following cases:
-if that team uses an ineligible player,
-if the referee has to abandon a game due to misconduct of players of that team,
-if that team is late for a game without a valid reason

11 Protests.
The referees decision in all matters concerning points of play shall be final and binding, therefore protests in this area are not accepted. All other protests should be made only by the responsible teamleader to the tournament committee no later than 15 minutes after the match. The tournament committee’s decision on all protests is final and binding. The tournament committee also decides in cases not foreseen in these tournament rules.

12 Schedule.
The tournament committee has the right to alter the competition schedule should unforeseen circumstances occur.

13 Responsibility.
It is the responsibility of each team to make sure that adequate insurance cover is provided for their players. The tournament organisers and Euro-Sportring are not responsible for damage to, and loss or theft of possessions or equipment of participants or clubs. They are also not responsible for personal harm or injury to participants.
